The Amendment
The City Council Of Youngstown shall, not later than 120 days after certification of the results of the decennial U.S. Census, redistrict the city into wards based on the city's population using official U.S. Census statistics. The wards so formed shall be as nearly equal in population and as fair and equitable as possible, composed of contiguous and compact territory, and bounded by natural boundaries or street lines. Upon annexation of new territory to the City, Council shall apportion the same to an existing ward or wards.
Council shall reapportion the wards of the City according to the following table:
Population:
79,999 or Less = 5 Wards
80,000 or Greater = 7 Wards
Should City Council fail to redistrict within 120 days of certification of the results of any decennial U.S. Census, the Mayor shall, within 90 days thereafter, submit to Council a plan for redistricting the city into wards using the above table. The plan submitted to Council by the Mayor shall become effective immediately and shall be irrevocable until after the next election of council representatives.
This charter amendment shall take effect immediately following the certification of election results affirming passage.
